COLOMBO Authentic Tyler Pitlick Jersey , Sept. 20 (Xinhua) -- Sri Lanka will reform regulations to attract more investment to tackle growing debt and target economic growth, the country's Prime Minister Ranil Wickremesinghe said on Wednesday.


Both 2018 and 2019 would be crucial years for Sri Lanka because of high debt repayments, Wickremesinghe said in Colombo.


"We are on the right track. We have strengthened the external situation of our country to better face global market vulnerability. We are creating a series of measures to attract non-debt creating inflows, particularly for exports and Foreign Direct Investment," he told a capital market forum.


The government is planning to introduce new regulations to improve macroeconomic management, deal with debt and reduce red tape for improved foreign investment.


One key foreign exchange inflow would be the 1.1 billion U.S. dollars received from a joint venture with a Chinese company for a port in the southern part of Sri Lanka.


An additional 600 million dollars would be invested by China Merchant Holdings to further develop the port.

RABAT, Jan. 30 (Xinhua) -- Morocco hosted a high-level conference on exploring efficient policies to spur economic growth and inclusiveness in the Arab world.


Themed ""Opportunity for All: Promoting Growth, Jobs, and Inclusiveness in the Arab World,"" the two-day conference ended on Tuesday in the Moroccan city of Marrakech, with a focus on specific policies needed to gain new sources of growth.


Participants of the conference agreed that growth has not been strong enough to reduce unemployment significantly, as 25 percent of young people in the region are jobless.


Protracted regional conflicts, low commodity prices, weak productivity and poor governance have been identified as main factors gelding back the considerable potential of the region.


In order to boost inclusive economic growth, the conference summarized the priorities of the path to be taken in Marrakech Call for Action, which calls on governments to ""Act Now"" to pursue a set of actions or reforms.


These reforms promote accountability through increasing transparency and strengthening institutions to improve governance, tackling corruption, and ensuring responsibility for inclusive policies.


The document urged for a more vibrant private sector through improved access to finance and a better business environment with fewer barriers and less red tape.


It also called for leveraging technology and nurture trade to generate new sources of growth, create jobs, and foster prosperity.


Besides, it stressed the importance of building strong safety nets and strengthen legal rights to empower disadvantaged groups, including youth, women, rural populations, and refugees.


It also mentioned the need to ensure opportunities for all citizens, to invest in people and to reform education.


Speaking at the conference, International Monetary Fund (IMF) Managing Director Christine Lagarde said the old model in which the state is the employer of first resort is no longer viable, stressing that the private sector needs to step in and step up.


She insisted that government actions can help to level the playing field for private firms by combating corruption, increasing competition, and taking advantage of global trade and new technologies.


Lagarde said that another key priority in boosting economic growth relates to integrating youth, women, rural populations, and refugees through better education and active labor market policies.

Gunmen and suicide bombers launched a pre-dawn attack claimed by the Islamic State group (IS) on a military compound in Kabul Monday, killing 11 soldiers in the third major assault in the Afghan capital in recent days.


The series of assaults, including one of the deadliest bombs in Kabul in recent years, have left already war-weary citizens grief-stricken and angry as the Taliban and IS escalate their offensive.


Monday's attack on an Afghan army battalion killed at least 11 soldiers and wounded 16, a defence ministry spokesman said.


""Two bombers detonated themselves and two were killed by our forces and one was detained alive,"" the spokesman, Dawlat Waziri, told AFP, adding that the attack was over.


Officials said the men, armed with a rocket, two Kalashnikovs and at least one suicide vest, had attempted to breach an army battalion near the Marshal Fahim military academy, where high-ranking officers are trained.


An officer at the academy said he could hear an explosion and gunfire, while other witnesses said the first blasts and gunfire came around 5:00 am.


The gunmen did not enter the heavily fortified compound on the western outskirts of the city, an Afghan security source said. Security forces have swarmed into the area and blocked roads leading to it.


In October, a Taliban suicide bomber killed 15 Afghan army trainees as they traveled home from the Marshal Fahim academy.
